e Gregorio Defends Chile's Flexible Currency Policy (Update2)

April 2 (Bloomberg) -- Jose De Gregorio, head of Chile's central bank, defended the country's flexible exchange rate policy after lawmakers demanded the bank take measures to protect exporters from a strengthening peso.
The depreciation of the dollar is a global phenomenon, De Gregorio told the Senate in Valparaiso, Chile. While the central bank hasn't ruled out selling pesos in currency markets in a bid to slow growth, it would first need to be sure that such a move would work, he said today.
The flexible exchange rate helped keep the peso from strengthening due to the rising price of copper, he said. Senators, including former president Eduardo Frei Ruiz-Tagle, earlier urged action from the government and central bank to help Chile's exporters.
``Today's monetary policy framework protects us from large fluctuations, although recent tensions in the currency markets show that, as could be expected, we're not completely isolated,'' De Gregorio said.
The peso's rise may be an overreaction, De Gregorio said. Chile is the world's biggest copper exporter.
Chilean farmers are being squeezed by the peso's 14 percent appreciation versus the U.S. dollar this year, as well as by the worst drought in a century. Farms have used the feed that was laid aside for next winter to keep livestock alive during the summer and are unable to plant new crops in the dry soil, Ema Budinich, head of research at the country's National Agriculture Society said today in an interview.
Currency Intervention
``It can't be that the central bank says `Yes, some day, perhaps we might intervene given the right conditions,''' said Hernan Larrain, president of the opposition Independent Democratic Union. ``When are they going to do something more than just contemplate?''
Senators from both opposition and government parties said they were concerned that the export-led model of growth that made Chile the richest country in South America last year is under threat from worsening terms of trade. Exports to the U.S., the biggest market for Chilean fruit and vegetables, fell last year to $8.8 billion from $9.3 billion, according to central bank data.
The Chilean fruit industry employs more than 1 million workers, 13 percent of the population, Francisco Duboy, head of a regional fruit growers' association said at a demonstration against government policies on March 26.
``Perhaps the central bank can persuade us that the decision we made to choose an export-led model was wrong,'' said Jaime Naranjo, Socialist Party Senator for the rural district of Maule.
